Regulations

The Grant County Board of Health approved a new solid waste ordinance that will go into effect on January 1, 2026. Changes were made to the ordinance to align with WA HB 1154 passed in the 2025 legislative session.

Disposal of solid waste in Grant County is regulated by state and local regulations:

Under the solid waste regulations in Grant County, certain types of facilities and operations are required to have an approved Solid Waste Handling Permit prior to operation. If you have questions about what permits may be required, please contact our office at 509-766-7960 or email info@granthealth.org.

The following solid waste facilities may require permitting if they don't meet the requirements for an exemption:

  • Landfills, including:
    • Limited purpose landfills
    • Inert waste landfills
    • Municipal solid waste landfill
  • Anaerobic digesters
  • Transfer stations and drop boxes
  • Compost facilities
  • Land application sites
  • Pile storage and treatment
  • Surface impoundment Tanks
  • Waste tire storage facilities
  • Moderate risk waste facilities
  • Recycling and material recovery facilities
  • Energy recovery facilities and incinerators

 Some solid waste facilities may be exempt from needing an operating permit. If your your facility is exempt from permitting, you may still need to send Grant County Health District and the Washington Department of Ecology a Notice of Intent to operate under the terms and conditions for solid waste permit exemption prior to operation.
